Has anyone tried adding the ability to purchase industrial complexes for $15?

It would seem not!
My view is that with the income levels in 1941 that cost renders them unaffordable. But even if that were not the case the reduced distances on this board make ICs less of a constraint.

In such low incomes, I would probably give or place outright each side, 1 free IC. 1 for Allies and 1 for Axis.
