@the_good_captain They are inactive, since, per the FAQ, original Russian territories that are controlled by the Central Powers at the time of the armistice are considered to have no original controller for the remainder of the game.
The emblem (or emblems) on the territory is more important than the color. Since colonies don’t have small major power emblems on them, they aren’t considered to be aligned territories.
In the designer’s Tournament rules (which can be found here), any power can collapse, and Russia has no special rules (the Russian Revolution rules are not used).
