I think it would probably help.
It’s hard to convince people that it’s worth the risk vs aaafire, when the repairs to return them to opperational status are relatively inexpensive and the units needed to conduct raids are relatively expensive to replace if they get shot down. I think the OOB rules kind of encourage players not to fully repair, under the logic that a an already damaged base presents a less attractive target for future raids, which is a little silly.
My solution to get more base raids by changing the cost and abilities of the stratB is pretty sweeping. I like it, but I can imagine others may be reluctant to adopt such a solution.
It would be nice though if something could be done to make bases a more attractive target, since there are twice as many bases on the board as there are production facilities, and there are more of them in places that are easier to reach with escorts.
Unlike factories, which offer some gradation in terms of how they perform when damaged, bases under the OOB rules are all or nothing, they are either opperational with their full abilities or unopperational with no abilities. So often times it comes down to just 1 or 2 ipcs spent between one situation or the other. Kind of tough to justify putting an 11 or 12 ipc unit at risk, when you’re looking at such a slim return for a raid.
