Error when posting forum games: IP address posted less than 15 sec ago

Frequently when trying to post to forum games, I receive standard error message that my IP address had posted less than 15 seconds ago, try again later.  I’ve shut down Outlook and not have any other websites running.  Just tried about ten times, waiting 15 seconds before trying again.  I know others have also received this standard error message.

Has anybody ever found out what caused this issue? I’m seeing it now also. I’m on version .7621.

It happens here and there. Most likely not a TripleA issue, but the webserver responding.
You also get this message when you are trying to send more than one posting during 15 sec using your browser.
