Anything but at least 20 units (including air, one should not be scared of sending air over the AA) is in my opinion an unnecessary risk. Not only about winning or losing but about reducing the amount of survivors.

ROUND 1 of the Garg vs Karl7 battle for title of the greatest goes to Garg!
18 rounds of non-stop bloodbath! The Axis had a good start, but Garg deftly brought the extra BM income into play stymying the Axis advance.
In a last minute rally, the German’s managed to take Moscow, aided by Garg’s bad dice. But it was not enough. Japan was pushed out of the Pacific, and the USA was making 130+, filling the skies with bombers and death.
Now, time for round 2, Ding! Ding!

At the risk of going off topic, I don’t see how that is workable. A possibility might be just to convert ownership without the infantry if it’s empty but spawn the guerilla fighter if it has air/AAA units. I’d prefer we just remove the rule entirely though.
I also don’t much like a couple of the extra USA objectives but all these changes would make it harder for the allies.
