Yes. They may move through a friendly sea zone that contains an enemy-controlled Convoy Center or Route during noncombat movment, but they may not take control of it when doing so.

I am about to play A&A Pac for the first time. I have read the rules and one thing (well, one of many) I can’t work out is buying industrial/factoroy units.
My reading of the rules is that only the US can buy these units and they can only be placed in LA or Hawaii. Does this mean that once the non-US countires factory units are destroyed the non-US countries can’t build/buy any more and have pretty much had it?

First off, you can’t destroy industrial complexes; when the enemy takes a territory with an IC it becomes thier’s (with limited capacity). You interpreted the rules about buying them fairly accurately; only the US can buy ICs but they can place them on any territory they control.
