No, you can’t.
Once you moved the boat during combat move phase, it cannot move during NCM.However, you don’t have to worry about Kamikaze as this only applies in case you make an amphibious assault or attack ships in that seazone.
As you don’t do any of this Kamis do not apply.

If an Allied player attacks Japanese units in or declares an
amphibious assault from one of these sea zones, the Japanese
player can announce at the beginning of this phase that he or
she intends to launch one or more kamikaze strikes in that sea
zone. -
Sorry, just realized you in fact DO an amphibious assault at Mariana.
Then you have to decide:
- Either you move them into 6 or 22 but then they could be hit by Kamis
- Move them somewhere else and no kamis apply (keep in mind that this MUST happen during combat move phase and that no NCM is possible then)
