    Ah. 2 different concepts here.

    1. Sub movement - Only destroyers block subs movement.
    2. Surface ship movement - Any ship (includes subs) block surface ships movement.

    So for the Hisachi transports either blocking the move with a destroyer or leaving other ships to protect them would have worked. It was still some lucky rolls but definitely worth trying to take some of them out to delay amphib attacks.
