UK or Anzac must issue a declaration of war against Japan in order to move any units into China. If they do this before Japan has declared war on UK/Anzac then the US will not be at war with Japan until Japan attacks US or the end of US turn 3. If UK/Anzac provokes japan by helping the chinese, japan has a free hand to attack UK/Anzac with no threat of US involvement.
Under no conditions can the US land planes in China until the US is at war with Japan.
