By far, US Liberty ship building was an exact science on the minimum use of time to build a transport ship. To represent this, allow US industry to build 2 transport ships for each industry point. Thus a mIC could build 6 transports in a turn.

Maybe this can help somehow during pre-war turn, US1 up to US3. -
Our house rule: Once at War the US may purchase one transport (liberty ship) and place immediately for combat. The ability to place immediately reflects the speed in which the were built durning that time.
