    I’ve sometimes wondered if the rule that you declare war by maps stops USA from landing on the USSR in this situation? Never played that way though, BTW.


  • if germany didn’t declare war against ussr this turn, it would still be neutral and the usa could not land there.  the situation isn’t fully black and white yet, since japan and ussr still aren’t at war so to attack any unit on russian soil, japan would need to declare war against russia.
