Scenario B would be correct. The rules specifically say that while it is legal to onload troops onto friendly transports, they must onload on your turn, and may only be offloaded on your next turn. The U.K may not offload the troops for you or you may not hop scotch using a transport.

Sorry about having to change the topic post but I added some things to the document if you want to view the rules and setup then view the PDF, it also has images of what it looked like when I set it up. It is not yet tested for problems but if you have questions please post them, also I used pieces from several games, if you would like to use different pieces that shouldn’t matter.
