its all a bit strange
I never understood why Gibraltar is so bloody hard to take
I mean just before “Battle of Bulge” Germany striked a Allies airbase around Low countries, “Operation Bodenplatte”
Germany took out almost 500 planes
but lost planes to AA and friendly fire that Luffwaffe was over
Gibraltar is not that out of range
never understood why they didn’t bomb the crap out of it and just do a paradrop or something

yeah Gibraltar and Malta are tiny places
we do want to model that hence the “miniature” territories rule, they only able to hold 3 units
we can tune that if you want
one unit is very little so just double check and see I guess :|
attacking units
I don’t think there needs to be a limit in attacking air units though
but the thing is its a tiny place with nothing to land on
so instead of the normal rule of “must retreat if you have no ground units left”…attacking air units must retreat at the end of 1st cycle
as for land units
Gibraltar it can’t support more than 1 land division (1 land unit)
but it can momentarily “hold” more than that
axis and allies doesn’t cater for that by default
so just I say just do it like CV (aircraft carrier)…you must retreat excess capacity…if you can’t you lose the units (division disbandedand or something)
going along with that, attacking force is not just 1 unit
consider amphibious landing at Normandy
its saturated
but you just do it in waves
Enemy shipping
Strait Interdiction at the moment is 2 targets hitting on 3 or less.
I guess we could make it all targets 1 or less. Thats the other extreme end. Though thats a bit weak.

Conclusion: my take
Miniature Territories
Only 1 INF and 1 air unit can occupy.
Defending land units has defence increased by 2.
One 2 INF units can attack.
Attacking air units must retreat at the end of 1st cycle.
Land unit in excess of occupation capacity must retreat at the end of 1st cycle or be destroyed.
Amphibious retreat allowed.
Strait Interdiction
Roll one attack dice each hostile naval units except for SS (submarine). The dice hits on 2 or less destroying the unit.
Roll one dice against each hostile IPC shipping hitting on 2 or less.
